It depends on the track.

On most tracks you get the best times with Metal Mario, B Dasher and Slick / Red Monsters.
I'd prefer Red Monsters for beginners because they're in my eyes slightly easier to control.
And the glider doesn't really matter much but if you struggle with the controls I'd suggest switching to a Swooper/Paraglider and maybe the Peach Parasol/Flower Glider

for time trials, you're going to want to get used to b dasher slick tires, red monster, and mushroom tires and any heavy character (for most tracks)

if you're just playing casually, you can build a kart that is balanced in acceleration and speed.  but i prefer speed tbh
