Yeah, the magic number. That famous 10000 hour order of magnitude that Malcom Gladwell came up with. It's being dissed lately, but it still makes sense imho.
Of course one will need the motivation to go through that much practice, plus "talent" to be able to make it to the top.
I think I read somewhere that Neo has played about that much.
As for me, I made a quick calculation:
2h a week for 1994-1997
4h a week for 2005-2006
1h a week for 1.5 years (since Nov 2014)
Total: 910 hours, virtually all in TT

Strange, I would have thought I played more than this.
Let's try to compare the hours of practice vs. the TT ranking.
KVD, Alicia, Chris, ScouB, Antistar: ~10000h -> top 10
Joe: ~3000h -> top 20
Jet: ~2000h -> top 50
Fabrice: ~1000h -> top 120
Racer: 10h -> Rank???
