http://www.mariokart64.com/smk/join.php and I don't know why playing SMK on the Nintendo Wii Virtual Console is allowed because there are alot of Wii homebrew emulators. The fact is on the Nintendo Wii you can play with a ROM image of SMK running both on the Virtual Console or on the Snes9x GX emulator, how do you guess if the ROM was illegally downloaded or not and played on VC or Snes9x GX? The Virtual Console is an emulator too, and a ROM image is not a real SNES cartridge.
I think the one and only way to play on the Super Mario Kart Time Trial World Records and Players' Site is with the real stuff from Nintendo (cartridges and video game consoles).
