Also one last thing: not really fair to say Cyberscore was the “old” rankings, Cyberscore and Speedrun.com are not affiliated websites, they’re both their own thing and Cyberscore isn’t “old” or deprecated in any way.

The game does look interesting to me but I know nothing of the tech necessary. If it’s anything like DKR, I might not like playing it. (Stuff like repeatedly tapping A or snaking sounds annoying as hell.)
Do those ring item things do anything or are they useless?
Great questions. I'll start from the top:
In Mickey's Speedway USA, PAL or NTSC doesn't matter much. They both run at the same speed. NTSC/NTSC-J, might have, advantage over PAL by one hundred since PAL rounds to an even hundred (for instance: 32.43 NTSC would become 32.44 PAL). In NTSC-J, Huey (used in Malibu, Hawaii and Texas) is unlockable without the use of a transfer pack.
You would need a console, the game and a controller. I would recommend a CRT TV. The last series of CRT TV's released in Europe handled both NTSC, PAL and PAL60 signals with ease.
The reason I wrote that Cyberscore is the "old" rankings is because it's has always been the official updated world ranking. However, with speedrun.com I have been able to add some ancient times from players who were active before Cyberscore, or the ones that didn't bother to submit their times in the first place. Hence, it's the current world ranking with all available records that I know of.
Proof, forgot about that part. For beating all the ghosts and submitting your times I only require photo proof. For the untied World Record bounty I would have to see video proof. Twitch streaming and such isn't required however.
The game is very straight-forward. It all comes down to overall tightness and holding speed.
Ludwig, the character used for most courses, is very hard to control. His acceleration is zero and his steering pretty much equivalent. If you look at world record videos, it might not seem hard to control him, but it definitely requires some practice to do well. When I met Michael Jongerius he was able to get approximately one second off a world record on the shortest course in the game (Dakota) after an hour or two of trying. Very subtle techniques are used on easier levels, such as leaving your joystick in a neutral position whenever climbing uphill. Some courses involves timing breaks and steering as much as possible without losing speed with Ludwig (if you simply do 100% left or right without sliding, he will slow down) On two levels, Pete or Goofy is used. Pete or Goofy are fairly easy to control.
Rings makes your top speed cap higher, except for Ludwig because his max speed is always 150. 10 rings are needed for optimum speed. Five courses where Pete, Goofy and Huey are used, rings and ring strategies are needed to get WR's. However, most of the rings are are conveniently positioned.
