No, whoever said neither had every right to say neither. This game is incredibly limited on what you can do, and it's only a miracle that those string of boost panels are even there to give rDKJ a lifeline. No one could have predicted this new strat to unfold (and how much time it saves), hence why only the craziest of people said 1:59 would be easy. Those same people said RR would be even easier, but again they're crazy because it's simply not happening with the current strat.
Even with the new rDKJ strat, it's going to take a good amount of effort to get close to the next sub. Just watch.
What were ppl saying? a mid 1:54 on rRRy would be great? what give the best splits now without any major strat change? mid 1:52?
MK8 is so early in the stage and there are barely any optimized tracks because most WRs are held by ppl who play for AF and not for optimizing a single time, TTC is one of the harder tracks and it's probably by far the most optimized WR to the current date because you have been beating it down with a lot of effort(and I am still sure there is 0.3-4 to be found without a strat change if you just keep playing)
ppl have said the same about MKW when it was in the early stage and WRs have been improved by 3 seconds+ after the first half year... we are looking at a possible sub 1:59 for every track just with small strat improvements and ppl getting better at all the hopping strats and lines
even 2D jump and run games have been improved by seconds just from optimizing and what tells you that a 3D racing game with frame based speed storing (glitch) technique is optimized better after a few months? yes we may not see a sub 2:00 within the 1 year anniversary (i still think we will if ppl keep TTing active) but we will definitly see a sub 1:59 in the future, quote me on this
