It's like when you didn't unlock all the cups, you can still encounter the tracks online if other people have them, idk. Just my guess.
It will probably work like this only for DLC characters & vehicles.
The 16 tracks require “more than 2 GB” of space according to Nintendo.

The Wii U Basic Version (the one that's white and is advertised as having “8 GB”) has only about 3 GB of free space, part of which is certainly filled up with game saves / updates on most people's console. There's no way Nintendo forces everyone to download a 2 GB update just to have the right to play online.

Why? Patches can add support for extra content even if there are no placeholders in the original game. Also, the Wii U cannot store games / saves / DLC on SD cards, they can be stored in the internal memory & external USB devices.
