Additionally, unless we're again assuming Prima error, then the Mr. Scooty body has different sky and antigrav handling from the Landship and Biddybuggy.
Here's the reasoning:
Mr. Scooty•
Nothing in the game is alone, = There isn't any element that does not share all of its stats with at least one other element. Using the Prima Guide's doubtful Mr. Scooty Handling Air & Handling Anti-gravity stats, Mr. Scooty would be alone.
• According to the Prima Guide,
Mr. Scooty would only have
2 stats that are different from the
Biddybuggy/Landship group: Handling Air & Handling Anti-gravity. Isn't that weird to have such
small difference between two groups? I calculated the number of stats that are different between all couples of groups in the game.

Lowest amount of stat differences between two groups:
- Characters: 4 different stats (Heavy (1) Donkey Kong / Heavy (2) Metal Mario)
- Vehicles: 8 different stats (Steel Driver / Comet)
- Tires: 7 different stats (Standard / Metal and Slim / Metal)
- Gliders: 5 different stats (Super Glider / Cloud Glider)
So the absolute lowest is 4 different stats, and for vehicles it's 8 different stats. I've added the comparison table in my Google Docs spreadsheet (sheet “
MK8stats_numberofdifferences”) if you want to take a look at it.
• More importantly,
all groups have at least 2 stats different from other groups that are visible in the game (i.e. among Speed Land, Acceleration, Weight, Handling Land, Traction).
In other words, there's no group which is different from another one only in hidden stats //
all elements that share the same visible stats also share the same hidden stats.
The reverse is also true: there's no group which is different from another one only in visible stats // all elements that share the same hidden stats also share the same visible stats.
===> I think Prima erroneously switched Mr. Scooty's Handling Air & Handling Anti-gravity values, and the correct ones are the Biddybuggy's because they're the same as the Landship (= the only oddity there is Mr. Scooty) and they correspond to the switched Mr. Scooty values (i.e Prima Guide says Biddybuggy/Landship group has
4 Handling Air &
3 Handling Anti-gravity, Mr. Scooty
3 Handling Air &
4 Handling Anti-gravity, it's not like if it had totally different values like 0 Handling Air & 5 Handling Anti-gravity).

There is a Japanese guide that lists the stats with the same format as the Prima Guide:

Those seem to be Steel Driver's group speed (brown = land, blue = water, purple = anti-gravity, gray = air) and, just below, handling.
It would be interesting to have data from this Japanese guide; I'll try to contact people who own it. Is the Prima Guide based on this one? We could find out if the errors were added by Prima while doing the translation, or if they are in the Japanese guide as well. In all cases, with the Off-Road/Retro Off-Road
Land Handling being different in the game and in the guide we have one blatant proof that Prima is not error-free. For the moment I believe it is safer and more logical to group Mr. Scooty with Biddybuggy / Landship, which is what most people did anyway due to point #3. I'll keep you updated.
