I have decided to get back in to Mario Kart Double Dash and I was just wondering if we still use the Yahoo group page to submit times or do we submit them to the forum like for MKW. If we do submit them on the forum where exactly do we submit, a link would be helpful.

Yep. Some players use Scott's script for making submissions easier (http://snorge.wrvids.com/mkdd/submit.php).
