I found Nicolas's
original message with a link to Mikihiko's
web page (which is still up!). If we believe his site, then the 59"87 was set on November 14, 1993.
His VL2 times are a bit concerning though, as his page lists PRs of 53"58/6"92, both set with Peach/Yoshi. It seems likely that Mikihiko's times were set with the lapskip, and that Nicolas misread 6"92 as 9"92 when submitting this timesheet to the PP.
I'm trying to understand the page through Google Translate and based on the green header above the list of times ("Record in SIG NES Republic (PC communication PC-VAN)"), it seems like Mikihiko either compiled a list of best Japanese times from a bulletin board called "NES Republic" or posted his records there. I did a brief search on PC-VAN, it was apparently a
Japanese communication service from the late-80s and 90s. A SIG was a
Special Interest Group, which looks like a topic-specific Japanese BBS.
This page seems to confirm the existence of the NES Republic SIG (listed as "FCGAME" here), although it doesn't provide a link to the SIG itself (assuming a SIG would even been accessible via a modern browser).

Upon further investigation, I'm fairly certain that Mikihiko's page is a compilation of best known times from this NES Republic SIG. Between the SMK page and this
Ridge Racer page, it looks like the column after the time (for SMK) and the column after the date (for Ridge Racer) list the username of whoever set the time.
Assuming this is true, it would probably be best to remove Mikihiko's timesheet from the PP as it wouldn't be representative of a single person's achievements. However, this page would still have significant historical value, as it would be a trace of what might have been the best Japanese times from 1993.
It would be great if we could get help from someone who understands Japanese.
