Obviously each game is different, but yes even marginal Lakitu advancement has typically been considered SC.
Whenever I say "SC" in this post, I mean "a shortcut that is considered eligible to make a separate chart".
I've always been against SCs, people who are around here since MK64 knows this very well. Anyway, I don't think this should be considered SC.
Historically, whether "SC is a SC" is determined by two factors:
1- It requires a not natural path to be followed
2- It makes you cut a lot of time and/or a large part of the track
The first factor being the most important: you follow some weird paths to trick the game into believing you have covered more track than you actually have (glitch laps), you pass through solid walls that don't happen to be that solid and so on.
The second factor actually comes into play when the first one isn't fullfilled. Say, MK64 Rainbow Road. You don't pass through walls and it is arguable that you may try and jump down to reach the other part of the track "naturally": you can see it, it's there and you can try and reach it.
Still talking about MK64, Koopa Troopa Beach rock tunnel and Yoshi Valley jump after the maze aren't considered SCs.
Now, in this case, in order to trigger you just have to fail hitting the blue zipper line and fall down the track. You're racing naturally, you just need to make a "natural mistake". No strange path to take, you actually have to go as straight as you can.
You don't cut large part of track nor you save enormous time (I guess it's at maximum half a second).
Now, you can argue that you're trying to "fool" Lakitu into thinking you fell later (try to do it using the glider hitting B... in that manner you won't be able to save time, because you waste a lot of time in falling vertically) and that may considered exploiting the game mechanics... but still, I wouldn't call it a SC.
That said, if it's declared SC, it just makes this track easier to do, as landing this shortcut isn't that easy. It isn't too hard, either, but still...
