I got it all planed out too via category:

I made charts for the Players' Page rules, so you can fill in the information. If you want a "no restrictions" chart and a "no finish-line shortcuts" chart, you can copy/paste it and remove the tracks that don't apply.

You'd have ridiculous skill gaps around 6th-10th as opposed to 1st-5th. Also Japan only has 3 players, two of which barely have any submissions (Su & Hirano), while the other one is just a bad racer yet has like every CR.
