This appears to work in the same way as MG or WGM. Remember the blue "checkpoints" are just respawn points and the green ones / finish line are actual checkpoints. Now as usual, you must get EITHER all f the checkpoints (BC, bc3 etc. get all the green checkpoints) OR just the last green checkpoint and finish line (as in MG, GV, WGM etc.) In this instance he appears to do it in the same way that MG or WGM etc. would work, by ONLY getting the last checkpoint. However, it is decieving as he does it in a single jump.
Furthermore, I remember Black saying 13 was possible with a strat he discovered a long time ago, looks like he was right

As for why it didn't work for Troy, well, he would have done the first part of the lap without the glitch, thus hitting the first checkpoint and causing the need to hit ALL checkpoints. The reason that it works for this strategy is because technically the first checkpoint and the finish line area are part of the same checkpoint, which was left without transferring to the next blue "checkpoint" area. This is why, for example, doing the backwards lap count glitch on Yoshi Falls counts the lap in a wierd place, because it is all a single checkpoint in that area.
Thanks David for posting the checkpoint map, I was equally confused until you posted that and made me understand.
To summarise: The second glitch ONLY works if you do the first one too, and I now have definite proof of the two ways of making laps count, and that checkpoints (at least the start/finish one, and probably all) are actually areas rather than lines.
