OK, I know the Flap is fast-lap, but is your flap time just the fastest lap you can get with all three shrooms and the 3lap time doesn't matter?

Or is it the fastest lap of your best 3lap time?

It has nothing to do with your 3-lap. It's using all your mushrooms on one lap with the intention of going through a complete lap as fast as you possibly can. Your other laps could take 10 minutes each and it doesnt matter.
