I don't see how you can be invested in the game enough to set WRs and not bother with ANY sort of communication with the community. CTGP takes all but 10 minutes to set up and even someone as technologically challenged as me was able to set it up with ease. The language barrier is a no-go; not an excuse. Even with botched google translate all it took was one twitter DM for Zach to help DK. And like Blaze said, Nagisa seems perfectly capable of modding his wii for live replay and the SOM code? He seems to at least read up on WRs as he edits his titles when records are beaten? Why is CTGP where we draw the line on his capabilities?
We shouldn't have to have special discussions about bending the rules for a select few players who choose to isolate themselves. This is coming from someone who is extremely bias for oldschool players too as I believe there's a good chance the run is legit.
Imo, if you care enough about the game to be settings WRs in 2018 you would care enough about proving yourself legit and keeping contact with the community. I think all WRs should be done on CTGP. For simply submitting times on the page of course it should not be mandatory. Same with regionals and WWs, shouldn't need CTGP but having the ghost available or something should be mandatory.

I don't know, we can be bending tons of rules for Suiryu we're unaware of. He could be using custom music, texture hacks, playing on an iso, countless TAS codes, controller remapping.. the list goes on. Or he could be 100% completely legit. But we don't know because we don't have his ghost and he refuses communication which is entirely on him.
Again I don't doubt Suiryu. I only have an opinion on this issue because Japanese privilege is getting out of hand and we've got to start somewhere. Hibiki didn't screw up his run because of his language barrier. He did it because he's an idiot. And we bought the language barrier crap so we bent the rules for him.
I think ZedR and Zak are on the right track to adjusting the rules.

1. I meant addressed instead of answered so apologies for that. There is no way for me to "answer" anything you ask me as there's no black or white answers here, can only give my opinion or thoughts. Which I believe I have done.
2. I disagree with your point but we can agree to disagree. There's 0 evidence to suggest that he is breaking the rules and to simply assume we are "bending the rules" for him because he's Japanese is just confirmation bias or a way for you to strengthen your view that people give special privileges to Japanese players. Also none of the things you mentioned would even be detectable if we had the ghost, it would only matter if we had the ghost through CTGP, which is impossible now and only an option for future runs of his.
3. Hibiki didn't "screw up because he's an idiot", he literally had no idea that it wasn't allowed by our rules to use custom music, and I mean, how could he? I can't believe that even after such a controversial situation like that nothing was done. The only "privilege" I give Japanese players is the benefit of the doubt that they don't know our rules (this goes for new players who aren't a part of our community either), whether or not I believe someone is legit is a case by case basis. But I don't think anybody cheats so

Also since nobody has really come up with an idea of how to contact Nagisa, I'll throw an idea out.
Looked into it a bit and Nagisa is subscribed to CTGP records, so the best bet (assuming that a decision is made) is that a video is made regarding that decision urging or telling people to get CTGP if they want their times to count. We can at least be sure there's a chance he will see it then, as there's now reason to believe that CTGP records is the way he knows when suiryu's runs get beaten.
And of course, this video would also have Japanese subtitles. I'm sure if one of you reached out to the individual who volunteered to help with a Japanese ruleset is still willing and would be willing to help with the video if it's made.
