This was explained by myself in a different topic.

It can't be too far back, so maybe you could merge these together.

Shroom some distance before the water, while you are still on land (I go just to the right of the grass there, make sure not to slow down.)
As you are about to hit the water surface, release the gas. (This is key, it will make you bounce farther/with less slowdown.)
