If he loses every boost, then MTing faster won't help at all. That would just move his boost frames to an earlier point, and he'd lose more later. He would need to make his run tighter to squeeze out those non-boost frames, or somehow add another MT.

Until the run is tight enough to be completed with the fixed number of boost frames given by the shrooms and mini turbos, spreading the non boost frames evenly is the best thing to do.

If I had 10 shrooms even with TAS I wouldn't be able to keep my boost through the whole race with that strategy. In my lap I was using boosts slightly early in the latter half to avoid having non boost frames, so I think it's safe to say no human will ever eliminate non boost frames.

As one can see, that drift ending was at least executed delayed, i.e. he pressed R but chose the direction as late as possible, which made him stay more straight. Would be to check whether neutral hops are generally faster compared to that type of finishing...

Also, as Super stated, MT spacing is much more important here than continuous boost. The tight driving line in this run is just amazing, not to even mention those almost perfect turns.

Even holding Right for the whole duration gets the same time. What’s funny is that if I optimize neutral hops I save ″001, and can’t save that with drifting. But that kind of optimization is TAS only, ″002 slower is human neutral hops with just frame perfect hopping (hop as you hit ground).
