First of all, this is in the wrong forum, it should be in MKDS.  Board problems is only for message board problems, not game related problems.

To create a new rivalry, click on a current rivalry, and replace the numbers in the link with the ids of the players you want in the rivalry.  Then post in the site issues topic and say you want a new rivalry and post the link, or you can tell Sully on AIM.
