First of all, let me just say that all the WR times posted throughout this page are insane.  OK-

I have, on two occasions, seen someone dodge a leader killer while in FRANTIC VS mode.  Was it a computer error, or is there a method to dodging leader killers? And if there is, is there a video of it anywhere?

Yes he is one about the blue shell thats in mkdd.

edit:And yes you can dodge it,and i dont think there is any vid online , you just have to jump at the right time.
