I was inspired to try this challenge after seeing it on the French SMK message board (which appears to be down at the moment). The object is to get the fastest possible time in PAL Time Trials with a character other than Bowser or DK Jr. There are three categories: Toad/Koopa Troopa, Princess/Yoshi... and Mario/Luigi.

I decided to start with Luigi, the Lean Mean Green Machine, not to mention the subject of many YouTube memes (just to a search for "Luigi Wins By Doing Absolutely Nothing"). I just started this last night, so there is still a lot of work left to do. Here are the tracks I've tried so far, with the results I've gotten.

All Times PAL Non-NBT

MC1- 1'03"89 / 12"64
DP1- 1'21"80 / 16"02
GV1- 1'09"96 / 13"89
GV2- 1'05"27 / 12"83

So far all times fall within the Knight standards. I didn't realize it would be this easy to achieve Knight with Mario/Luigi! As I try more tracks, updates will be posted here. I may also attempt this challenge in the NTSC version some time in the future.

I cannot find any leaderboards for times driven with different characters, only the WRs (which probably use NBT), on the French forum. Does anyone have more information on this challenge?

EDIT: Double Star on VL1! 59"14 / 10"92!

I figured that VL1 could be a good track to get a high rank with Luigi, but I didn't imagine I'd get times this good! Both would make the Top 100! And this was only after a couple of attempts!
What other tracks are particularly kind to Luigi?

EDIT: Decided to try CI2. 1'17"21 / 15"12 with plenty of room for improvement (Veteran/Top 200 is pretty easy to get on this course), but I'll go somewhere else now.

CI1- 1'03"54 / 12"51- The 5lap makes Veteran F and the Top 200, but the flap is only Knight C. Luigi just isn't fast enough to make decent ranks on a lot of the flaps, it seems. He also does very poorly on simple tracks like MC1 and GV1, as most people can finish those cleanly with Bowser.

KB2- 1'09"86 / 13"57. Both Knights. I thought Luigi would be faster than this on KB2, since he accelerates out of the water faster than Bowser does.

I gotta say, I'm really enjoying this challenge, it's really breathing new life into my SMK and it almost feels like I'm playing Time Trials for the first time all over again.

EDIT: After Jeopardy! I decided to try my luck at DP2, and was amazed to get 1'33"94 / 18"38 on just my second try! Both of those are Vet B so this may be another course where Luigi can reach the Star ranks.

...and on my third try, I hit 1'32"93, Star F!

...and on the fourth, I drove the flap, 18"29. Damn that was easy.

Note that earlier this evening I wasn't so lucky on KB1, a track that I don't even know how to drive properly with Bowser, never mind Luigi. I got a Warrior F 5lap there (1'07"81), but at least I fluked a Knight F flap (12"45).

EDIT: Luigi easily gets all the Veterans on MC3 (1'36"69 / 19"12), BC1 (1'35"08 / 18"71), and DP3 (1'27"16 / 16"91!), along with a Vet flap on MC2 (15"72). I wasn't good at the MC2 bumper jump so I didn't try it on my 5lap attempts except for the last lap of my PR, a 1'22"68 Knight B. Once again, all Luigi times have been PAL Non-NBT. His slower speed can add surprising difficulty on some tracks, such as jumping over the bumpers on the BCs.

Was really bored today and wanted to give myself a break from the pressure of the main time trials so I am doing another post-Christmas Luigi challenge, playing the PAL version and adhering to the Non-NBT rules.

Just got a 10"79 lap on VL2-- which would place #75 and rate a Star D in Sami's rankings-- though I did break most of the ice blocks to open the course up some more. I even hit the "NTSC last corner"!

All my Luigi records can be found on this page (http://www.ffsmk.org/forum/index.php?topic=197.msg196479#msg196479) on the French forum. Note that I'm still not sure of a good strat for KB1 (where I can barely reach Warrior levels), and such time-savers as the GV1 platform jump probably cannot be done with Luigi, at least not under Non-NBT restrictions. Obviously Luigi will be weak on a wide-open course like MC1, where players can easily finish as Bowser without crashing, but on stop-and-start courses like VL1, he can really shine!

EDIT: MC4 lap- 20"81

Could be better but it would at least make the top 200. The page linked above includes NBT records for Mario/Luigi, are there any records for Non-NBT?

Update: Got it down to 20"77. I'm satisfied. Luigi is so slow and squirrely to control when you are used to Bowser. I could probably get a 1'45" 5lap with some effort but nobody really cares about time trialling in the lighter weight classes.

I think I want to try to make a full PAL Non-NBT timeset with Yoshi, though. I haven't tried the other two weight classes yet. Once I get a full set of times as Yoshi and Koopa Troopa I'll post them in the appropriate dedicated threads on the French forum.

Hey Harvey, I was thinking of doing this, but on the NTSC version of SMK.
As for the timesheet with Yoshi, I'm pretty much ahead of ya, bro. :)
