I don't know, I was just trying to post in the general section and it said FORBIDDEN you don't have access blah blah blah additionally error code 404 blah blah blah what the hell!

You're trying to make a post with a word or string of words that isn't (aren't) allowed. If I may wager a guess, is it the word 'poker'? There's a bunch of words and phrases that aren't allowed on this forum, but there are loopholes. This has already been addressed in depth in this thread (http://www.mariokart64.com/cgi-bin/yabb2/YaBB.pl?num=1387754785/0).
