Use only heavyweights! (DK, Bowser or Wario)
NO ZZMT/Ordinary boost
No shrooms

Do your best in this course without nbts or shrooms.
Try and hit the ice blocks less than 4 times if your careful.

I just now got 8"38 on fast lap!
I even have an opener of 8"83 without hitting any ice cubes: http://www.youtube.com/watch?v=J-MOXPBNQxg
It will be tougher if I can do a 5/5 ice cube dodge
